The City of Charlottetown reminds the public that the season of winter parking restrictions has arrived. The Traffic Bylaw states that parking restrictions are in place from November 15 to April 15 annually. Anyone parking on City streets during these months, between the hours of 11 p.m. and 6 a.m., is taking a risk that they may be ticketed and/or towed; however, the City of Charlottetown’s Public Works Department and Police Services work as a team to enforce the winter parking restrictions only when de-icing and/or snow clearing is required.
The City does its best to notify the public in a timely manner on days the winter parking restrictions are being enforced, using the Charlottetown Alert System to issue a “Snow Alert”. This information is also shared on the City’s social media accounts. Signing up for the alert system is free, but subscription based, and individuals must choose how they wish to receive messages, such as by phone, text, or email. Although every winter event is different, the City’s snow clearing and de-icing activities typically focus on residential areas first, leaving the early morning hours for the downtown in an attempt to alleviate parking issues for businesses that remain open beyond the 11 p.m. timeframe.
The winter parking restrictions also apply to residential parking permit holders. The public is encouraged to use off-street parking when the Snow Alert is activated to avoid the potential for a ticket and/or being towed. In the downtown core, the Charlottetown Area Development Corporation (CADC) owns and operates two outdoor parking lots, including the Confederation Landing parking lot (also known as the Peakes Wharf lot) and the Queens Wharf parking lot, which is located at the bottom of Queen Street directly across from the Delta Prince Edward. CADC permits the public to use these lots from 7 p.m. to 7 a.m. during the winter months. For details, visit: http://cadcpei.com/
The Holland College staff parking lot, located on Fitzroy Street next ADL Ltd., may also be used as an off-street parking alternative during the overnight winter parking restrictions. The public can park overnight at this location between the hours of 8 p.m. and 7:30 a.m. but users do so at their own risk and must exit the lot by 7:30 a.m. or risk being ticketed/towed. The City parkades offer free parking on Saturdays and holidays. CADC also offers a Park and Ride service from its Grafton Street lot to the downtown. Details are available on the CADC website. It should also be noted that under the Snow Removal Bylaw, private contractors and members of the public are prohibited from dumping snow onto any City street or property. A fine of up to $500 is associated with this infraction.
