City of Charlottetown Releases Draft Official Plan

The City of Charlottetown has released the draft Official Plan and is inviting citizens to provide input at upcoming engagement sessions. The Official Plan describes how the City will accommodate growth and development while meeting the existing needs of residents and businesses and, once finalized, will guide development for the next 15 years.

To support this work, the Phase 2 community engagement activities launch March 16 and concludes April 6. This second and final phase of engagement includes:

  • four in-person sessions taking place throughout the city from March 20 to 23;
  • an online survey; and,
  • Social PinPoint, an online, interactive map.

“I want to encourage residents to come out and see what’s possible, to have their say in how their city grows,” says Deputy Mayor Alanna Jankov, Chair of the Planning and Heritage Committee. “The possibilities outlined in the Plan are exciting and we all have the opportunity to be a part of the process shaping any changes.”

The first phase of engagement informed the draft plan and took place in September and October 2022. Topics included transportation, housing, community character, public spaces and more. Feedback gathered through online engagement, surveys, interviews and community pop-ups is now reflected in the draft Official Plan.

“It's no secret that Prince Edward Island is experiencing a boom as the fastest growing province in Canada, and Charlottetown is a key catalyst for this growth,” says Mayor Philip Brown. “In fact, the most conservative growth scenario assumes the City of Charlottetown alone will add about 18,000 residents by 2041. This extraordinary momentum creates a wealth of opportunities requiring forward-looking planning and that’s where the Official Plan comes in. For that reason, I truly hope people will learn more about it and have their say.”

The new Official Plan will replace the previous Official Plan that was developed in 1999. The Municipal Government Act requires all municipalities to provide land use planning services by 2023.

The Official Plan is being developed with support from O2, UPLAND and insight studio.
