Planning Board to Consider Park Street Variance Applications

The City of Charlottetown Planning and Heritage Department has received two Major Variance (Temporary Use) applications from the P.E.I. Housing Corporation (PEIHC) and the P.E.I. Department of Health and Wellness for the property located at 15 Park Street (PID #365593). The Major Variance application requests are as follows:

1. Application by the PEIHC for approval of a one-year extension of the Major Variance granted by Charlottetown City Council in October 2022 allowing for two modular buildings, each containing 25 emergency housing (transitional housing) units on the property for one year.
2. Application by the P.E.I. Department of Health and Wellness for approval to allow for one modular building to serve as an overdose prevention site for one year.

In accordance with Section 3.9.4 (Major Variances) of the Zoning and Development Bylaw, the Charlottetown Planning Board will consider these applications at a special meeting on Wednesday, Sept. 13, 2023, at 5 p.m. at Charlottetown City Hall.

Residents are invited to submit written comments for or against the proposed variance applications and are asked to clearly state the rationale for their views. These comments will be included in the Planning and Heritage Department’s final report to the Planning Board and will become part of the public record. Written comments must be submitted no later than Friday, Sept. 8, 2023, at 12 p.m. and sent to [email protected].

In accordance with Section 118 of the Municipal Government Act and Sections 3 and 37 of the City of Charlottetown’s Procedural Bylaw, the public will be permitted to address the Planning Board at the meeting. Those wishing to speak are strongly encouraged to register by contacting the Planning and Heritage Department by telephone (902) 629-4158 or by email [email protected]. A Speakers List will be used by the Chair of the Planning Board during the meeting and each speaker will have two minutes. Order of the Speaker’s List will be determined based on timing of registration with the Planning and Heritage Department. Conduct during the Planning Board meeting shall be in accordance with Section 37 of the City of Charlottetown’s Procedural Bylaw.
