West Royalty Commercial Area Transportation Master Plan Update

The City of Charlottetown is seeking final input from the community on the West Royalty Commercial Area Transportation Master Plan. The purpose of the long-term plan is to identify the infrastructure road network needs that will improve traffic flow, accommodate expected growth and support the impending residential development.

“As the City’s - and the province’s - largest commercial area, a comprehensive traffic plan is much needed,” said Mayor Philip Brown. “Our Official Plan indicates steady growth and I’m excited for projects like this that help our city meet the current and future residents’ needs.”

Improvements anticipated to begin this year as part of phase one include:
• the extension of Spencer Drive through to Mount Edward Road;
• a new three metre multi-use path along Spencer Drive, connecting to Confederation Trail;
• two intersection improvements (Spencer Drive and Ash Drive/Mount Edward Road and Babineau Avenue/Spencer Drive);
• road safety improvements for all users;
• improved controlled access; and,
• traffic mitigation.

“Public Works staff have worked on the feedback gathered at the initial 2021 public meeting and we’re counting on residents to check our work,” said Councillor Julie McCabe, Chair of the Public Works Committee. “This project is a great one to get underway as it will increase safety for all road users and help everyone get where they need to go more efficiently.”

Residents have a few methods to provide feedback on this project and, in particular, phase one:

 

The deadline for feedback is 4pm on Tuesday, May 23.

The tender for phase one construction will be issued this summer, with construction expected to begin in fall 2023.

The remaining construction will be completed in phases over the next several years to align with the development of the remaining vacant lands in the area. The City anticipates the entire Master Plan will be fully realized by 2041.
