City of Charlottetown Resumes Water and Sewer Billing

The City of Charlottetown is advising residents that water and sewer billing, which was temporarily paused due to a labour disruption, has now resumed.

The Charlottetown Water and Sewer Utility experienced a labour disruption from July 29 to Nov. 12, 2025. This resulted in a temporary interruption of the billing process and delayed issuance of water and sewer bills. With the dispute now resolved and employees back to work, staff have been working to clear the billing backlog.

Water and sewer bills are typically issued quarterly and include three months of usage. Because billing cycles were not processed during the labour disruption, some customers will see up to five months of usage on their December and January bills. This includes usage from the previous billing cycle to the current billing date.

All payments made during the labour disruption have been applied to customer accounts. Any outstanding balances or credits will be reflected on upcoming bills.

While residents are expected to pay their bills upon notification, late payment penalties are being waived for the period of July 2025 through March 2026, when regular billing will resume.

Water utility payments can be made in the following ways:

1. Online at myaccount.charlottetown.ca:
o View your account information
o Sign up for e-billing (paperless billing)
o Make a one-time payment

2. In-person at Charlottetown City Hall, located at 199 Queen St.

3. Through your financial institution by adding “Charlottetown Water and Sewer Utility” as a payee and making your payment online.

4. By cheque, placed in the drop box inside the front doors of City Hall, 199 Queen St., between 8 a.m. and 5 p.m., Monday to Friday. Cheques should be made payable to “Charlottetown Water and Sewer Utility”.
